GENERAL SELECTION CRITERIA
  1. Innovator Team Composition – 3 out of 5 are community members

  2. Priority is given to groups led by or whose majority membership are women, youth, LGBTQI+, older persons, persons with disability, and indigenous peoples.

CRITERIA FOR INNOVATORS

  1. The applicant is a people's organization (PO) or community-based organization (CBO) with basic organizational documents/proof of legitimacy such as;​​

    • Constitution and By-Laws

    • Membership

    • Local community certification of service

  2. Teams or individuals may apply, although people who are affiliated with organizations will likely be in a better position for the sustainability of the innovations.

  3. An innovator’s team is composed of 5 individuals, at least 3 innovators are members of the community where the innovation will be tested.  The minority members can come from the officers/staff of CBO or civil society organization (CSO) supporting the community.

  4. Priority is given to vulnerable groups – women, children, elderly, IPs, LGBT, persons with disabilities, internally displaced persons and marginalized sectors of farmers, fisherfolks, workers, semi-workers

CRITERIA FOR PROPOSAL

  1. Innovative ideas addressing Humanitarian or Disaster Risk Reduction and Management(DRRM) problem or issue in the local level.

    • ​Luzon Hub: Earthquakes and volcanic eruptions

    • Visayas Hub: Typhoons and floods

    • Mindanao Hub: Armed conflict

  2. Proposals must fall within the four DRRM thematic areas: 

    • Disaster preparedness

    • Disaster prevention and mitigation

    • Disaster response

    • Disaster recovery and rehabilitation.

  3. Proposals will be graded based on Team Composition, Uniqueness, Feasibility of Idea and Long-term Social Impact or the innovation's measurable effects and changes to the community

  4. The proposal is simple, easy-to-understand. It includes results of actual community risk assessment.

SELECTION PROCESS
  1. First Screening will be done by CDP in September 2021.The shortlist will consider all innovator teams that have met the selection criteria. Extra points will be given to groups that are led or composed of vulnerable and marginalized people. Depending on the number of proposals received, the shortlist may compose between 25 to 45 proposals.

  2. Second Screening of shortlisted applicants will be done  by the community: older persons, and CBO leaders, and Barangay LGUs also in September. Community representatives must include members of marginalized groups, as listed in general selection criteria. Community members are asked to give a rating to the proposals on 3 criteria: team composition, feasibility of the idea, and potential for long-term benefits for the community. This evaluation will form 40% of the final grade.

  3. Third Screening of shortlisted applicants will be done via a peer evaluation of an elevator pitch by innovator groups in October 2021. All shortlisted applicants will be rated by their peers based on 3 criteria: team composition, uniqueness and feasibility of the idea, and potential for long-term social impact. This evaluation will form 20% of the final grade. To help applicants, a briefer on how to make the pitch will be circulated.

  4. Fourth Screening of shortlisted applicants will be done by subject matter experts also in October. This will be done simultaneously but individually by the selected experts. All shortlisted applicants will be rated based on 3 criteria: team composition, uniqueness and feasibility of the idea, and potential for long-term social impact. This evaluation will form 30% of the final grade.

  5. Final Screening of shortlisted applicants will be done by CDP and its project partners from the Asian Disaster Reduction and Response Network (ADRRN). All shortlisted applicants will be rated based on 3 criteria: team composition, uniqueness and feasibility of the Idea, and potential for long-term social impact. This evaluation will form 10% of the final grade.

  6. All applicants who pass the final screening will undergo a due diligence process. Pinnovation Academy will provide them a list of documentary requirements and schedule the due diligence interview as soon as possible. Completion of due diligence is a requirement for the release of first tranche payment, along with an action plan containing project milestones.
